Mouse-click on the "Yellow IE Information Bar" and select "Install This Add-on for All Users on This Computer ..." A security warning pop-up window will appear asking "Do you want to install this software? Name: vpPubControl.CAB Publisher: ePage International Pte Ltd"

Click on "Install" button.
